What Happens If a Gas Appliance Fails a CP12 Inspection?

A failed CP12 is a safety finding, not just an administrative problem
A gas appliance failing a landlord gas safety inspection does not always mean the appliance needs replacing. It does mean the engineer has found a condition that cannot be signed off as satisfactory without further action.
That distinction matters. A fault may involve the appliance itself, the way it is connected, the flue that carries combustion gases away, or the ventilation that supplies air for safe operation. Treating every failed inspection as a boiler replacement can lead to unnecessary work. Treating it as a minor paperwork issue can leave tenants exposed to a serious risk.
As part of our Landlord Certificates (CP12) service, we look at the complete gas installation rather than focusing only on whether an appliance appears to switch on.
Why a gas appliance can fail an inspection
The appliance is not burning correctly
Gas appliances need the right balance of gas, air and combustion conditions. If that balance is disturbed, the appliance may not burn cleanly. The problem can come from worn components, poor adjustment, contamination, or a fault that is not visible during normal use.
An appliance can still produce heat while operating unsafely. That is why turning a boiler, cooker or fire on and confirming that it works is not a gas safety check. The inspection considers evidence of safe operation, not simply whether the controls respond.
Poor combustion can create carbon monoxide, a dangerous gas that may not be visible or detectable by smell. A failed result may therefore prevent continued use until the cause has been properly assessed.
The flue is damaged, restricted or incorrectly arranged
The flue is responsible for taking combustion gases away from the appliance and out of the property. Its condition and arrangement are central to safe operation.
Problems can develop where a flue has deteriorated, become obstructed, been disturbed during building work, or does not provide the required route for combustion gases. In some properties, parts of the flue may be concealed, which makes access and inspection especially important.
A flue fault can be more serious than an appliance fault because it affects where harmful gases go. An appliance may appear normal from the room while the flue is failing to discharge gases safely.
Ventilation is inadequate
Some appliances require permanent ventilation to supply combustion air and prevent unsafe operation. Air vents can be blocked, covered, altered or removed during decorating and refurbishment. Changes to doors, windows, cupboards or room layouts can also affect the conditions around an appliance.
The risk is not limited to an obvious blocked vent. A property may have changed since the appliance was installed, or an appliance may be operating in a room that is no longer arranged as it was originally. The result can be incomplete combustion or conditions that could make the appliance unsafe.
Pipework or connections are not satisfactory
The inspection also considers gas pipework and connections. Leaks, corrosion, poor supports, damaged fittings or unsuitable alterations can all affect the safety of the installation.
This is one reason a CP12 inspection is not just a boiler check. A boiler may be in reasonable condition while the pipework serving it, or another gas appliance at the property, creates the issue that prevents the record being completed satisfactorily.
What happens after a failed result
Where an appliance or installation is considered unsafe, it should not remain in use while the fault is ignored. A Gas Safe registered engineer will explain the finding and the action needed. Depending on the problem, that may involve repair, further investigation, replacement of a component, correction of the flue or ventilation, or replacement of the appliance where safe repair is not practical.
The appliance may need to be isolated so it cannot be operated until the risk has been dealt with. This can be inconvenient for tenants, particularly where the affected appliance provides heating or hot water, but continuing to use known unsafe equipment creates a greater problem.
The important point is that the failed result records the condition found at the inspection. It is not proof that the appliance can never be used again. Once suitable repair work has been completed, the relevant safety checks can be carried out again. The outcome then depends on whether the original fault has genuinely been resolved, rather than whether the appliance has simply been reset.
Why delaying remedial work creates more risk
Leaving a failed appliance in service can turn a contained fault into a wider installation problem. A small deterioration may affect combustion, damage connected components or make the eventual repair more disruptive. A fault involving a flue or ventilation can also expose occupants to combustion gases without an obvious warning sign.
There can be practical consequences for landlords too. Delaying action may leave tenants without reliable use of an essential appliance, create uncertainty over whether the property is safe to occupy, and make it harder to demonstrate that the issue was dealt with responsibly.
The right response is not to pressure an engineer into passing an appliance, nor to authorise replacement before the fault is understood. Ask what failed, where the risk lies, whether the appliance must remain isolated, and what work would bring the installation back to a safe condition.
